Premature development can present an unnecessary risk to new residents and businesses, increased costs to tax payers for later provision of services, and may result in the need to redirect scare financial resources away from other priority projects. To minimize these risks, the City will adopt by ordinance provisions defining conditions when a development proposal may be considered premature.
