Preliminary Design and Environmental Processing Phase. Tasks that may be performed in this phase include, but are not limited to:
(1) site conditions assessment and environmental reviews associated with assigned project;
(2) surveys, geotechnical engineering investigations (including all related testing and exploratory services), existing field condition investigations, existing utility locations and engineering studies for preliminary design considerations;
(3) establish project requirements and traffic circulation configurations and layout alternatives including conducting all necessary research, evaluations, analyses and reports;
(4) meet with the Authority Having Jurisdiction (AHJ) on matters affecting the project, as necessary;
(5) provide data and reports necessary to justify the final configuration versus alternatives;
(6) develop and prepare preliminary cost estimates and project design schedules;
(7) coordinate permitting, safety-phase planning and construction phasing; and
(8) other preliminary design and environmental processing phase service efforts and tasks as required.
