Policy Examples. Examples of the different types of circularity requirements that can be developed for each policy type is presented below. It should be noted that some of these examples are relevant for more than one type of policy. Therefore, it is important to have a ‘basket’ of policy instruments that support each other in developing a circularity outcome. For example, if there is a legal requirement to address the use of reused and recycled materials (legislative/regulatory instruments), this could be aided by a primary materials levy (economic instrument), labelling of the materials (information/communication instruments) and the use of pilots to determine best practice (knowledge/innovation instruments). Agreement/incentive-based initiatives could be developed to go further than the legal requirements; public procurement could also be used in a similar fashion. Legislative / regulatory • New requirements (technical and functional specifications, for example) to address the use of reused and recycled materials. • Tightening requirements on energy efficiency, carbon neutrality • Requirements for material passports • Extended producer responsibility • Licences and permitting related to environmental performance. • Reporting of circularity data • EcoDesign requirements Economic / fiscal • Reduced tax on refurbishments • Increased tax on demolition • Primary materials levy 20 CE-in-Cities_Policy-Levers_Mar19.pdf (▇▇▇▇▇▇▇▇▇▇▇▇▇▇▇▇▇▇▇▇▇▇▇▇.▇▇▇) • Subsidies that can bolster uptake of CE materials and solutions. • Investment in CE infrastructure • Funded R&D Agreement / incentive-based • Collaboration and agreed actions throughout the construction value chain. • Product/sector resource efficiency action plans • Agreements with landowners for use of land – e.g., storage space of materials • Pledges and commitments for CE • Green Deals • Certification schemes for buildings (DGNB/BREEAM etc.) Information / communication-based • Eco-labelling or certificates for materials e.g., material passports • Guidelines on CE in construction for key decision-takers in planning applications • Best practice case studies Knowledge and innovation • Upskilling and training programmes for contractors • CE integrated within University curriculums. • LivingLabs • Stakeholder platforms • Material information exchanges • Pilots Green public procurement • Setting of CE targets and related requirements • Use of environmental standards and assessment schemes To develop potential policy interventions th...
