PLANNED SCHEDULE. July 2021 – Execute the CDBG Agreement with the City of San Diego. Hire a third-party construction manager. Start official project sealed bidding process by seeking IFB approval from the City and publishing notices of intent to issue Requests for Proposal with formal ads in area newspapers. Schedule date for mandatory job walk-through for all respondents to the RFP. Schedule date for the formal opening of bids and notify respondents of RFP. A re-confirmation of the project cost analysis will be completed. August 2021 - Subrecipient staff will complete monthly programmatic reports and requests for reimbursement submittals to the City of San Diego through the implementation of the project closeout process. Establish a final date for submission of RFPs from contractors via a sealed bid process. Conduct the formal bid opening process. Review and score bids received. Request and receive permission from the City to award the project and notify all bidders of the decision. Present price proposal information to full board for approval of contract or transaction. Schedule Pre-Construction meeting. September 2021 – Anticipate that 10% of CDBG funds ($25,040.56) will be expended. Meet with the City Project Manager in preparation for the Pre-Construction meeting. Gather and distribute documents to the selected contractor in advance of the Pre-Construction meeting. Execute contract agreement with the selected contractor. Obtain a copy of any subcontractor agreements executed by the selected contractor. Submit all required documents to City Project Manager. Obtain Notice to Proceed from City Project Manager after Pre-Construction meeting. Issue Notice to Proceed to the selected contractor. Selected contractor to obtain all necessary permits to begin construction. October 2021 – Anticipate that 40% of CDBG funds ($100,162.25) will be expended. Construction will begin on floor replacements. November 2021 – Anticipate that 70% of CDBG funds ($175,283.93) will be expended. Construction will continue on floor replacement and roof repairs will begin. December 2021 – Anticipate that 100% of CDBG funds ($250,405.62) will be expended. Construction phases/activities will be completed and final inspection approvals will be documented. Subrecipient will collect information on beneficiaries for a minimum of two months.
