Placement Screening. The Grantee shall develop and implement a procedure to screen all children placed outside the home by the juvenile court to determine whether they meet the following Title IV-E eligibility criteria: 1. Whether court orders used to remove the child from the home contain language required by TAC 347.05; 2. Whether the child would have been eligible for AFDC at the time of removal from a specified relative; and 3. Whether the child has been placed in a Title IV-E approved facility
