PERSONS PROHIBITED. 23.1 Work normally performed by bargaining unit employees may be contracted out by the District only for legitimate operational or economic reasons. 23.2 Prior to the subcontracting of any work, the District and the Union shall meet and discuss the alternatives to such subcontracting.
