Common use of Participating TO’s Interconnection Facilities Clause in Contracts

Participating TO’s Interconnection Facilities. The Participating TO shall: (i) Transmission: Install one (1) 220 kV dead-end structure, two (2) spansone (1) span of conductors and, OPGW, and twelve (12six (6) dead-end insulators/hardware assemblies between the Last Structure and the dead- end rack at the Ivanpah 220kV Substation. (ii) Ivanpah 220/115 kV Substation: A. Terminate the Ivanpah-Stateline 220 kV Transmission Line at a dedicated double breaker line position and install the following facilities: (1) One (1) dead-end structure (60-foot high and 50-foot wide) (2) Three (3) 220 kV coupling capacitor voltage transformers (3) One (1) G.E. D60 current differential relay with telecommunications channel to the Generating Facility via the OPGW on the Ivanpah- Stateline 220 kV Line (4) One SEL 311L current differential relay with telecommunications channel to the Generating Facility via the OPGW on the Ivanpah- Stateline 220 kV Line (iii) Telecommunications: (1) Install approximately 75 feet offiber optic cable and underground duct to install ADSS fiber optic cable as necessary from the fence line of Ivanpah Substation to the Point of Change of Ownership to meet the diverse routing requirements for the Ivanpah-Stateline 220 kV Transmission Line protection and SPS Relays. (2) Install all required light-wave, channel, and related terminal equipment at each terminal. (iv) Real Properties, Transmission Project Licensing, and Environmental Health and Safety: Obtain easements and/or acquire land, obtain licensing and permits, and perform all required environmental activities for the installation of the Participating TO’s portion of the Ivanpah-Stateline 220 kV Transmission Line and telecommunication route. (v) Metering: Install a revenue metering cabinet and revenue meters required to meter the retail load at the Generating Facility. Notwithstanding that the metering cabinet and meters will be located on the Interconnection Customer’s side of the Point of Change of Ownership, the Participating TO shall own, operate and maintain such facilities as part of the Participating TO’s Interconnection Facilities.

Colorado River-Dracker 220kV Transmission Tie-Line: Install an appropriate number of 220kV transmission tower structures including insulator/hardware assemblies, and appropriate number of spans of conductor and OPGW between the Interconnection Customer-owned Last Structure and the substation dead–end structure at the Colorado River 220kV switchyard. The actual number and location of the transmission tower structures and spans of conductor and OPGW will be determined by the Participating TO following completion of final engineering of the Participating TO’s Interconnection Facilities. The Phase II Interconnection Study assumed one (1) 220 kV dead-end structure, transmission tower structure and two (2) spansone (1) span spans of conductors and, conductor and OPGW, and twelve (12six (6) dead-end insulators/hardware assemblies between the Last Structure and the dead- end rack at the Ivanpah 220kV Substation. (ii) Ivanpah 220/115 kV . Colorado River Substation: A. Terminate the Ivanpah-Stateline 220 kV Transmission Line at a dedicated double breaker line position and install : Install the following facilitiesfacilities to terminate the new Colorado River-Dracker 220kV Transmission Tie-Line: (1a) One (1) dead-end structure (60-foot high and 50-foot wide)substation structure (2b) Three (3) 220 kV 220kV coupling capacitor voltage transformerstransformers with steel pedestal support structures (c) Three (3) One 220kV line drops (1d) G.E. D60 Two (2) current differential relay with telecommunications channel relays via diversely routed dedicated digital communications channels to the Generating Facility via to protect the OPGW on the Ivanpah- Stateline 220 kV Colorado River-Dracker 220kV Transmission Line. (4e) One SEL 311L current differential relay with telecommunications channel Two (2) N60 relays at Colorado River Substation (one each for SPS A and SPS B) to send trip signals to the Generating Facility via under the OPGW on the Ivanpah- Stateline 220 kV Line▇▇▇▇▇▇ RAS (iii) Telecommunications: (1) . Metering Services: Install approximately 75 feet offiber optic cable revenue meters and underground duct to install ADSS fiber optic cable as necessary from the fence line of Ivanpah Substation to the Point of Change of Ownership to meet the diverse routing requirements for the Ivanpah-Stateline 220 kV Transmission Line protection and SPS Relays. (2) Install all required light-wave, channel, and related terminal appurtenant equipment at each terminal. (iv) Real Properties, Transmission Project Licensing, and Environmental Health and Safety: Obtain easements and/or acquire land, obtain licensing and permits, and perform all required environmental activities for the installation of the Participating TO’s portion of the Ivanpah-Stateline 220 kV Transmission Line and telecommunication route. (v) Metering: Install a revenue metering cabinet and revenue meters Generating Facility required to meter the retail load at the Generating Facility. Notwithstanding that the metering cabinet and meters will be located on the Interconnection Customer’s side of the Point of Change of Ownership, the Participating TO shall own, operate and maintain the metering as part of the Participating TO’s Interconnection Facilities iv. Power System Control: Install one (1) RTU at the Generating Facility to monitor the typical generation elements such facilities as MW, MVAR, terminal voltage and circuit breaker status at each Electric Generating Unit as well as the plant auxiliary load. This information will be transmitted to the Participating TO’s grid control center. Notwithstanding that the RTU will be located on Interconnection Customer’s side of the Point of Change of Ownership, Participating TO shall own, operate and maintain the RTU as part of the Participating TO’s Interconnection Facilities.
