Outline Application. The Phase 1 outline planning application was submitted by the HCA and ▇▇▇▇▇▇▇▇▇ Estates to SCDC on 27th February 2012. The proposals sought outline planning permission with details of access, appearance, landscaping, layout and scale to be reserved for the following development: Up to 1,500 dwellings A local centre; A three-form entry primary school; 5 hectares (ha) of employment land; Formal and informal public open space; Water bodies of approximately 5.2ha 1. 57ha of allotments and community orchard; Areas of ecological environment for a rich diversity of habitats to flourish On 24th October 2012, NJDCC made a resolution to grant the outline planning permission for Phase 1, subject to the satisfactory conclusion of a Section 106 Planning Agreement. It is anticipated that formal consent will be issued in April 2014, enabling reserved matters applications to be submitted for the strategic enabling and infrastructure works. ▇▇▇▇▇ ▇ will be predicated on the land assembly agreement between HCA, ▇▇▇▇▇▇▇▇▇ and other land owners. There will be up to three applications submitted by the HCA which will consist of: 1) An outline application for up to [3,500] dwellings, two primary schools, the secondary school, a mixed use town centre; employment provision adjacent to the town centre; formal and informal recreational space and landscaped areas; the eastern sports hub and the western sports hub; two primary roads to the southern access point; the dedicated busway; and engineering and infrastructure works. 2) A detailed application(s) for the construction of the southern access road(s) providing links to the A14. The need for Southern Access Road (East) will be determined through the transport modelling and transport assessment. The Northstowe Transport Working Group (NTWG) was set up in January 2013 to monitor traffic conditions along key access points around Northstowe. Its role as an advisory body to NJDCC is expected to continue in Phase 2. The vision for Northstowe is of an exemplar and vibrant 21st century town with a strong local identity. It will combine the best historic characteristics of local settlements with provision for more sustainable patterns of living and lifestyle choices.
