The group then proceeded to formally score each of the four options against the agreed benefits criteria (section 3.3), applying a score ranging from 1 (could hardly be worse) to 10 (perfection). Participants were provided with detailed information as a basis for discussion and debate, which included; • The above summary descriptions; • An independent SWOT (strengths, opportunities, weaknesses, threats) analysis (Appendix EC07); and • An appraisal of relevant service and estate / facility issues presented by the Area Manager and Head of Estates respectively.
