This clause typically specifies when investors are first permitted to subscribe or purchase the offered securities, and may also outline any conditions that must be met before the offering can commence. By clearly establishing the start date of the offering, this clause ensures all parties are aware of when rights and obligations related to the offering take effect, thereby preventing confusion and disputes regarding timing.
