Obtaining Objectives. The process described in this agreement is dependent on mutual understanding and cooperation. It, therefore, requires a free and open exchange of views with parties participating in decisions. Both parties agree to meet at a reasonable time and place and to negotiate in good faith effort to reach agreement.
