Obtaining Objectives. The process described in this Agreement is dependent upon mutual understanding and cooperation. It therefore, requires a free and open exchange of views with all parties participating in deliberation leading to decisions affected by this Agreement. Both parties agree to meet at reasonable times and places to negotiate in a good-faith effort to, reach agreement on matters of mutual concern.
