Obstructing Vessels. No person shall tie up, moor, or operate a vessel in the city marina 6 in such a manner as will prevent or obstruct the passage of other vessels or voluntarily or 7 carelessly sink any vessel, or float loose timbers, logs, or piles in such a manner as to obstruct, 8 impede, or create a menace to navigation.
