Observable definition

Observable means specific, real, can be seen and described. Observable does not include suspicion or gut feeling.
Observable means observable by a person without aid of any special devices, such as binoculars or any other device that increases the vision of a person. Vision correction glasses or contact lenses shall not be considered a special device.
