NON-FOREIGN OCONUS AREA Sample Clauses
The NON-FOREIGN OCONUS AREA clause defines and designates areas outside the contiguous United States (OCONUS) that are not considered foreign, such as Alaska, Hawaii, Puerto Rico, and other U.S. territories. In practice, this clause clarifies which locations are treated as domestic for the purposes of contract performance, travel, or shipping, even though they are geographically outside the continental U.S. Its core function is to ensure clarity in contractual obligations and logistics by distinguishing between foreign and non-foreign OCONUS areas, thereby preventing confusion regarding applicable rules, rates, or requirements.

The Department of State Standardized Regulations (DSSR) are the controlling regulations for allowances and benefits available to all U.S. Government civilians assigned to foreign areas; however, for Task Orders issued under the Master Contract, Contractor civilians assigned to foreign areas shall not exceed the allowances and benefits in the DSSR as well. For OCONUS Task Orders where costs are not specifically addressed in the DSSR, the Government will reimburse the Contractor for all reasonable, allowable, and allocable costs in accordance with FAR 31, Contract Cost Principles and Procedures.
