No Deviations. The Commissioner or her designees are the only individuals on behalf of the Licensee authorized to allow any deviations from the provisions of this License Agreement, including substitutions for, or additions to, items of construction or alterations, or to commit the State in any way, and the Occupying Agency is not designated for this purpose. All requests for deviations from the provisions of this License Agreement shall be made to the Licensee in compliance with the notice provisions contained in Section 10 of this License Agreement.
