Negotiations for Construction. The negotiations, when required, between the Contracting Officer and the Contractor, shall begin at a time prescribed by the Government and convenient to the Contractor. Details covered in negotiations shall include, but not necessarily be limited to: Scope of Design Period of Contract Performance Technical Details of Design Management of Design Cost of Price Proposal for Design (If Applicable) and Construction Construction shall not begin until disagreements on the above items have been settled between the Contractor and the Government.
