MULTIPLIERS FOR LOCAL IMPLEMENTATION PROGRAMS. (a) The department shall increase the initial project score in accord- ance with this subsection if there is a local implementation pro- gram or a local implementation and enforcement program appli- cable to the project area. The result shall be the final project score. (b) The department shall increase the initial score in accord- ance with the following for projects that are agricultural in nature. 1.
