Mitigation Type. In a mitigation plan, replication of the same or greater stream, wetland or water body functional value is required (in-kind replacement), unless a wetland of a different type is justified based on the functions and values of the stream, wetland or water body which is proposed to be altered.
Mitigation Type. In-kind is preferable to out-of-kind. Restoration is preferable to creation. Preservation and enhancement may be used in special cases. Classification of impacts and mitigation will follow ▇▇▇▇▇▇▇▇, et al. (1979) to the class level.
