Miscellaneous Tools. Scissor lift, electric chain hoist, power operated crab and other small powered tools of similar nature when used for material hoisting purposes shall require an engineer to operate same. If scissor lift, electric chain hoist, power operated crab and other small powered tools, hoists men and supplies three (3) or four (4) times daily and is then used as a working scaffold, this is not hoisting.
