Minimum Qualifications/Requirements. Licensed Professional Civil Engineer (CE) in the State of California. A-E shall conform to the requirements, standards, and guidelines of the latest edition of the following: Orange County Hydrology Manual and its related addendum, the Orange County Local Drainage Manual, the Orange County Flood Control Design Manual, and all references and standards referred to therein.
