The Minimum Complement clause establishes the lowest number of participants, units, or resources required for a particular activity, agreement, or operation to proceed. Notwithstanding the above provisions for minimums, the terms of Pamphlet B shall determine the minimum number of local musicians required to be employed for a Pamphlet B musical or operetta in the Opera House.
