March 2011. The Council of the London Borough of Havering in exercise of the powers conferred by the Local Authorities (Members Allowances) (England) Regulations 2003 hereby makes the following scheme: 1 This scheme may be cited as the Havering London Borough Council Members’ Allowance Scheme. The new scheme shall have effect from 1 April 2011. 2 In this scheme, “councillor” means a councillor of the London Borough of Havering and “year” means the period ending on 31 March 2012 and any period of 12 months ending on 31 March in any year after 2012.
