Management Needs. The overall objective of the Employer’s employee development and training policy is to develop an efficient and effective work force, in turn, furthering DOE mission accomplishment. The Employer recognizes that training is a necessary and inseparable function of Management and, therefore, supports maximum flexibility to encourage managers to design and implement training programs in ways which best fit the special needs of agency programs.
