Limiting Access. 15.11.1 Access to personnel files shall be limited to the members of the District administration on a need-to-know basis and/or upon subpoena of record. Board members may request the review of a file at a duly constituted personnel session of the entire Board. The contents of all personnel files shall be kept in the strictest confidence.
