Lifecycle Costs. Whole of Life Capital Costs and Operating Costs have been determined following the use of the Generic Economic Model (GEM). Following the GEM, costs have been identified under the following headings: Initial Capital Costs, Lifecycle Replacement Costs, Other Capital Costs, Clinical Services Costs, Non Clinical Service Costs and Building Related Running Costs. Depreciation and VAT have been excluded from the calculations. An extract of the GEM spreadsheet for each of the Proposed Solutions is shown in Appendix E. Each of the solutions is based on a different operating model for the running of the proposed facility, therefore, there are differences in the Clinical and Non Clinical Service costs between each solution, for example eg. each solution has a different level of staffing costs built into the model. This explains the difference in the Whole of Life Operating Costs for each solution. More detail on the running costs for each option can be found in the Financial Case section of this Initial Agreement. Lifecycle replacement costs for the building have been based on experience of other new build projects within NHS Tayside. As the project progresses and detailed designs are developed, these estimates will be reviewed and refined alongside the QS.
