Leak Detection. PCA shall be subject to the pulping process condensate closed collection system inspection requirements of 40 C.F.R. § 63.453(l) and, pursuant to § 63.453(l)(1)(i), the applicable requirements of 40 C.F.R. § 63.453(k).
