Leachate. Leachate shall be transferred to an appropriate above- grade holding tank or other permitted and constructed holding structure of a capacity sufficient to meet regulations. Leachate shall be handled and treated as required by federal, and state laws, regulations, and the applicable permits. Under no circumstances shall untreated leachate be allowed to escape the Landfill areas into the surface or ground waters of the County.
Leachate. Leachate characteristics shall be tested for certain basic water quality parameters (BOD, suspended solids and certain metals) until a basic trend is established. Leachate shall be transferred to an appropriate above grade holding tank of a capacity sufficient to contain 10 days of leachate generation and then trucked to an appropriate disposal area outside of County on a daily basis or otherwise disposed of as permitted by federal, state and County authorities. Under no circumstances shall untreated leachate be allowed to escape the Landfill areas into the surface or ground waters of County. A back up leachate pump shall be available on site at all times. If a tank truck is unavailable at the site, a replacement truck must be available on site within three days.
Leachate. A. Leachate. The characteristics and amount of leachate generated in the landfill shall be controlled by controlling the types of solid wastes accepted and by limiting the amount of infiltration. Infiltration of precipitation into the landfill shall be minimized by providing adequate drainage at all times, by covering the solid waste daily, by covering completed areas of waste placement with 1.2" of compacted earth as intermediate cover, and by establishing grass on the intermediate cover to promote runoff of surface water which would otherwise infiltrate the soil cover. The Company shall develop a leachate management plan which complies with the requirements contained in the South Wake Solid Waste Management Facility Permit To Construct Application, and includes, but is not limited to, the following: (1) routine inspection, monthly sampling and analytical testing; (2) maintenance of leachate collection system; and (3) leachate management contingency plan. The Company shall be responsible for the actual cost incurred for leachate treatment, pre-treatment, transportation, and disposal, including the pumping, handling and other disposal costs for the Landfill during the 25-year contract period. To maintain the integrity of the liner and leachate collection system, the first lift of solid waste in each phase of the landfill shall be placed from the top of the slope or thickened sand layer. Solid waste transport vehicles, earth moving equipment, wheel compactors and other wheel equipment shall operate only on the top of the lift or on a pad of compacted compressible municipal solid waste except as otherwise specified.
