At the request of Interconnection Customer or at any time Transmission Provider determines that it will not meet the required time frame for completing the Interconnection Facilities Study, Transmission Provider shall notify Interconnection Customer as to the schedule status of the Interconnection Facilities Study. If Transmission Provider is unable to complete the Interconnection Facilities Study and issue a draft Interconnection Facilities Study report within the time required, it shall notify Interconnection Customer and provide an estimated completion date and an explanation of the reasons why additional time is required. Interconnection Customer may, within thirty (30) Calendar Days after receipt of the draft report, provide written comments to Transmission Provider, which Transmission Provider shall include in the final report. Transmission Provider shall issue the final Interconnection Facilities Study report within fifteen (15) Business Days of receiving Interconnection Customer's comments or promptly upon receiving Interconnection Customer's statement that it will not provide comments. Transmission Provider may reasonably extend such fifteen-day period upon notice to Interconnection Customer if Interconnection Customer's comments require Transmission Provider to perform additional analyses or make other significant modifications prior to the issuance of the final Interconnection Facilities Report. Upon request, Transmission Provider shall provide Interconnection Customer supporting documentation, workpapersworkpaperswork papers, and databases or data developed in the preparation of the Interconnection Facilities Study, subject to confidentiality arrangements consistent with Section 13.1.

Interconnection Facilities Study Procedures. a. Transmission Provider shall coordinate the Interconnection Facilities Study with any Affected System pursuant to Section 3.5 3.6 above. Transmission Provider shall utilize existing studies to the extent practicable in performing the Interconnection Facilities Study. Transmission Provider shall use Reasonable Efforts to complete the study and issue a draft Interconnection Facilities Study report to Interconnection Customer within the following number of days one-hundred- fifty (150) Calendar Days after receipt of an executed Interconnection Facilities Study Agreement: ninety (90) Calendar Days, with no more than a +/- 20 percent cost estimate contained in the report; or one hundred eighty (180) Calendar Days, if Interconnection Customer requests a +/- 10 percent cost estimate. .
b. Transmission Provider may reasonably extend such fifteen-day period upon notice to Interconnection Customer if Interconnection Customer's ’s comments require Transmission Provider to perform additional analyses or make other significant modifications prior to the issuance of the final Interconnection Facilities ReportStudy report. Upon request, Transmission Provider shall provide Interconnection Customer supporting documentation, workpapers, and databases or data developed in the preparation of the Interconnection Facilities Study, subject to confidentiality arrangements consistent with Section 13.112.1.
d. Interconnection Customer’s study cost obligations and refunds shall be as defined in Section 12.3 with the following exception. An Interconnection Customer that withdraws during or after the completion of the Interconnection Facilities Study will receive no refund unless the facilities cost estimate from the Interconnection Facilities Study exceeds the facilities cost estimate from the DISIS by twenty-five percent (25%) or more. In such case, the Interconnection Customer’s study cost obligation shall be equal to two (2) times its actual allocated costs of such DISIS and Interconnection Facilities Study. If the Interconnection Customer’s study cost obligation as defined above exceeds the deposited amount submitted pursuant to Section 3.1.1 and Section 7.2, then the Interconnection Customer will be responsible for this excess cost. If the Interconnection Customer’s study cost obligation as defined above is less than the deposited amount submitted pursuant to Section 3.3.1 and Section 7.2, the difference shall be refunded to the Interconnection Customer.
