The rationale behind this time-span is pragmatic. Official adoption and endorsement of action plans often takes from several months to more than a year, and implementation of some measures may require even longer periods (eg legislation and policy changes, implementation of large projects such as LIFE in the EU, etc). Experience shows that there had been difficulties in keeping up to date with monitoring and revision of action plans as their number increases. There is also a trade off between the time and effort needed to update the plans and that needed to implement them.
