Ineligible Countries and Persons. ‌ Effective Date: 07/31/2012 In some cases, USAID is prohibited from providing assistance to or in a country, or to particular persons or entities, by the FAA, the applicable appropriations act, regulations of the Office of Foreign Assets Control of the U.S. Department of Treasury, or other applicable laws or regulations (see ADS 313, Eligibility of Suppliers, Contractors, and Recipients, section 313.3.1). If a proposed grant is for a project or a program that may involve providing such assistance, GC must be consulted regarding such assistance and the proposed terms of the related grant agreement.
