Incidental Catch. All amounts of non-▇▇▇▇▇▇▇ groundfish reserved by NMFS for bycatch purposes shall be made available to the Vessels as a group. Each Member agrees to prevent its Vessels from harvesting at bycatch rates substantially in excess of their historical levels.
