IBA. A maximum of four representatives designated by the Superintendent shall meet with as many as four representatives designated by each employee group to discuss and to attempt to reach, in good faith, a mutually satisfactory proposal for Board approval. If the membership of a recognized Association falls below fifteen (15%) of total number of employees eligible to join the Association, then the number of designated representatives for such Association shall be reduced to one representative. Opening IBA Session: The IBA process shall commence as soon as possible after a written request to commence the process is provided to the Superintendent by the Association, but in no event later than March 1.
