IASA. The IASA program focuses on a country’s ability, not the individual air carrier, to adhere to international standards and recommended practices for aircraft operations and maintenance established by the ICAO. IASA is based on AFS’s policy regarding U.S. operations of foreign air carriers. The purpose of the IASA is to determine if foreign air carriers that operate between the United States are properly licensed and have safety oversight provided by a competent Civil Aviation Authority (CAA) in accordance with ICAO standards.
