Grant Research Program. A decision was reached this quarter that USAID/ERA it could not proceed with the issuance of the research grants through FNRAA as was originally planned. This is due to the fact that both the grant budgets and the consolidated budget provided by FNRAA did not conform to some of the basic rules and regulations of USAID. USAID/ERA made the decision in late December to work with its AETR partners directly to award the research grants and then work with FNRAA on the management side of the research activities. During this Quarter, the final hurdle to release of funds for the USAID/ERA Research Project was cleared. During the PMU visit to campus of VT in December, a series of meetings were held with VT administration to finalize the financial documentation required to release the research funds. These meetings were successful and the PMU team was able to return to Senegal with the first of five award letters for the recipients of the USAID/ERA research awards.
