Generate Sampling Weights. The contractor shall develop sampling weights necessary to produce estimates required for summaries and analyses as specified in the NAEP Design Plan prepared by the DAR contractor. • The student sampling weights shall be developed using procedures similar to those used in the prior NAEP assessments and described in the NAEP Technical Documentation. • The contractor shall provide both preliminary and final student and teacher sampling weights for operational assessments to the DAR contractor. • The contractor shall negotiate a schedule for the preparation of preliminary and final sampling weights with the DAR contractor. • The contractor shall maintain, for NCES inspection, the records and results of the statistical quality control checks used in creating all sampling weights and the data files which contain them. • The results of the sampling weights quality control checks for each operational assessment will be presented to NCES following the delivery of the final sampling weights to the DAR contractor. • The contractor shall provide student and teacher sampling weights to the DAR contractor on a schedule that allows the initial reports of mathematics and reading results in grades 4 and 8 to be released within 6 months of the end of data collection (unless otherwise directed by NCES). • Sampling weights for grade 12 students and teachers and all students and teachers in national assessments of other subject areas shall be transmitted on a schedule that allows the initial reports of results to be released within 12 months of the end of data collection. • According to NCES Statistical Standards, the contractor shall conduct a non-response bias analysis at any stage of a data collection with a unit response rate less than 85%. If the unweighted student response rate falls below 85%, the contractor shall conduct non-response bias analyses to determine whether or not the data are missing at random. Additionally, if the item response rate is below 85% for any NAEP questionnaire item, a nonresponse bias analysis is also required for each of those items (note: this nonresponse bias analysis does not apply to individual cognitive test items).
