GENERAL SPECIFICATION NOTES. 1.1 Unit price must include all costs associated with this project. Which include items such as freight, materials, manual and warranty 1.2 Vendors must be an authorized dealer or reseller(s) for the product requested. 1.3 DNR will be the determining factor if vendor meets specifications. The State of Minnesota reserves the right to reject any or all bids or portions thereof; to waive any irregularities or informalities in bids received and to cancel the solicitation if it is considered in the best interest to the state. 1.4 Responder is to furnish all standard equipment except when an item is replaced by an optional item over and above the standard equipment. Any non-factory standard equipment ordered by the DNR must be supplied and installed by the awarded vendor. 1.5 DNR reserves the right to inspect the trailer(s) prior to delivery or pick up. 1.6 All equipment and parts must be new and not refurbished (no seconds) and should be the most current make and model. Equipment must be fully assembled and ready to operate. Minimum one year manufacturer warranty; vendor should include warranty information and manual, if applicable 1.7 When brand names or manufacturers’ numbers are stated in the specifications, they are intended to establish a standard only and are not restrictive unless the solicitation (event) specifies “no substitute”. Responses will be considered on other makes, models, or brands having comparable quality, style and performance characteristics. Vendor should attach product specifications sheet. 1.8 If any changes/modifications are recommended by the vendor during the fabrication process, the DNR must be notified immediately and the DNR will review and authorize or decline any suggested changes. 1.9 The DNR reserves the right to refuse delivery of the product if it’s not constructed to these specifications or if the product is substandard in regards to quality, workmanship, or craftsmanship. 1.10 Award--item, group, total. Responses that do not comply with the solicitation will be considered nonresponsive and will be rejected. The award will be made to the lowest responsible vendor meeting the specifications and all terms and conditions. The state reserves the right to award items separately, by grouping items, or by total, whichever is deemed most advantageous to the state. The responder may quote "all or none" but unit prices for each item must be shown. The responder must specify if quoting "all or none".
