The City will ensure that VPPD officers conduct all interactions with the public consistent with the requirements of the Fourth Amendment of the Constitution of the United States. 5. The City will ensure that VPPD officers do not rely on information known at the time of reliance to be materially false or incorrect to justify an investigatory stop, search, interrogation, citation, or arrest. 6. VPPD will explicitly prohibit the practice of “investigative holds,” and will make clear in policy and training that investigative holds without probable cause violate the Constitution and will subject officers to discipline, including possible termination.
