FIRST RESPONDER. i. There shall be a general call for volunteers for these programs at the discretion of the Chief, and if called, the list will be published and maintained for a two (2) year period. First Class Fire Fighter and above will be selected on a seniority basis, except if an individual has been acting as a Lieutenant for twenty-five percent (25%) or more of active duty undertaken in the previous calendar year, he or she will not be eligible for selection.
