Fire Department Services. 6.1 The County shall provide fire and rescue services on a continual 24-hour per day basis within the juris dictional boundaries of the City in accordance with Georgia law, County Ordinances, City Ordinances and National Fire Protection Association ("NFPA") standards.
6.2 Provision of fire department services shall be as deployed from the staffing structure described in Exhibit A. Fire Department services shall operate in the traditional County shift structure.
6.3 Fire Department units will respond to all calls-for-service within the City as dispatched through the 911 system.
6.4 During the term of this Agreement, the staffing level shall be the same as that provided to the area pursuant to the 2005 County Budget.
6.5 Without limiting the scope prescribed in the preceding paragraphs, Fire Department will respond to and render aid in emergency, life-saving and in-progress fire incidents occurring inside the boundaries of the City, and to locations covered by existing county mutual aid agreements. In the event fire department personnel must respond to incidents occurring outside the boundaries of the City, the Fire Chief or the Fire Chief's designee shall ensure sufficient personnel remain in the City to continue routine and emergency fire suppression and emergency medical activities.
6.6 Fire Department units shall make every reasonable effort to maintain an average emergency response time goal of 6 minutes or less, 90% of the time while maintaining safe operations, consistent with the departmental average. The County shall have the opportunity to provide exceptions to response time issues in the same manner that contracted EMS transport services do with respect to unusual circumstances, i.e. natural and man-made disasters, interruption of voice or data transmission, storms and road closures. If the County consistently fails to meet the levels of service outlined herein, which failure has been communicated in writing by action of the City Council to the County on more than one occasion, the Fire Chief, County Manager and City Manager will meet to address the causes and remedies for the response time issues.
6.7 Staffing levels are listed in Exhibit A of this Agreement, and may be modified by the ▇▇▇▇▇▇ County Fire Chief through the District Fire Chief, with the approval of the City Manager, from time to time as needs arise. Fire Department Services. Pursuant to the licenses held by MedStar, MedStar will be the primary ambulance transport service for the City of Gallup. To ensure compliance with the City’s desired EMS requirements and in the event of system overloads and limited MedStar available timely resources, the parties agree that MedStar shall request
(i) MedStar notifies Gallup Fire Department or ▇▇▇▇▇▇▇▇ County Metropolitan Dispatch that it does not have an ambulance available or that its response time will exceed fifteen (15) minutes or a life-threatening emergency exists that requires immediate transport; or
(ii) as circumstances require, MedStar requests emergency transport services outside the Service Area or non-emergency transport services as the circumstances require. Additional services may be provided by Gallup Fire Department upon approval from MedStar when immediate services are necessary. For only the emergency medical transportation services requested by MedStar hereunder, MedStar shall provide the necessary administration and professional oversight to ensure all parties remain compliant with all obligations related to the MedStar’s license to operate in the Service Area. This may include periodic inspections of units, records, and policies as necessary to comply with all requirements under New Mexico law and standard operating practices and procedures, as modified and updated from time to time. To the extent required by law, MedStar shall be responsible for all forms, obligations and reporting to the New Mexico licensing, provided that the City shall ensure that all information requested by MedStar is provided in timely and shall represent and warrant its accuracy. To the extent required, MedStar shall include the City’s fire personnel and vehicles on MedStar’s Medicare and other enrollment applications and MedStar shall ensure at a minimum that it has trained designated City personnel on the MedStar’s required billing practices and related protocols to ensure compliance with applicable laws.
Fire Department Services. The City of Biddeford will provide Fire Department Services that include, but are not limited to: fire suppression, fire prevention, consultation, and emergency medical services, which may include transportation to a medical facility. Whenever practical, and unless emergency circumstances dictate otherwise, the City of Biddeford Fire Department will maintain a fully equipped and manned Rescue unit at St. Louis Field during the period from 6:00 p.m. to closing on Friday and Saturday nights of the Festival, and from 3:00 p.m. to 8:00 p.m. on Sunday, with a cost of wages and benefits not to exceed $3,500 which shall be paid by the City of Biddeford. The Fire Chief may either modify or provide additional emergency services coverage as the Chief deems appropriate, or as special circumstances may warrant. Cost for Emergency Medical Services that exceed $3,500 shall be paid by LAKERMESSE directly to the City. The allotted amount for Emergency Medical Services may be changed by Order of the Biddeford City Council following a review by the City Manager and Fire Chief, and a request by Festival officials every five (5) years.
