FILLING PARTIAL YEAR VACANCIES. Any teacher employed to fill a partial year vacancy shall be fully certified and shall be assigned only to a position within the scope of his/her teaching certificate and his/her major or minor field of study. Such teachers shall be placed at the appropriate step of the regular teachers' salary schedule. When such fully-certified teachers cannot be obtained as specified above, a qualified substitute may be employed only until such time as a fully-certified teacher can be employed.
