FEMA Program Summaries. As noted in the second clause of the Agreement, additional funding programs may be authorized by Congress from time to time. For that reason all funding programs administered by FEMA may not be included in this list. On Tuesday, January 29, 2013, ▇▇▇▇▇▇▇▇▇ ▇▇▇▇▇ signed the ▇▇▇▇▇ Recovery Improvement Act of 2013, that included a provision amending the ▇▇▇▇▇▇▇▇ Act to provide Federally recognized Tribal governments the option to choose whether to make a request directly to the President for a Federal emergency or major disaster declaration, or to seek assistance, as they do presently, under a declaration for a State. Federally recognized Tribal governments, therefore, may function as Recipients under specific disaster declarations. This Appendix may be amended in accordance with Stipulation IV.A, Amendments, and will be updated, if necessary, as part of the annual reporting requirements noted in paragraph I.B(1)(d).
