Factor 6 Price. M.3.8.1. The Price factor will not be scored or rated. The Government will consider the narrative, and the Total Evaluated Price from Attachment 4, Pricing Workbook. The Government will evaluate the Offeror’s proposed prices to determine if it is fair and reasonable using price analysis techniques at FAR 15.404-1, Proposal analysis techniques. The Government will determine whether prices are reasonable, balanced and complete. Unreasonably high, unbalanced, inaccurate, or incomplete proposals may be grounds for eliminating a proposal from competition or a determination that the proposal will not be considered for award because it is non-responsive. The Government reserves the right, but is not obligated, to review T&M prices for realism. M.3.8.2. The Offeror’s narrative and Attachment 4, Pricing Workbook submission will be used by the Government to analyze and evaluate each Offeror’s price proposal for the entire period of performance. Do not escalate labor category rates where the Offeror has identified a labor category as subject to the Service Contract Labor Standards (SCLS) statute. Total compensation plans for proposed professional employees shall be evaluated as prescribed by FAR Clause 52.222-46. M.3.8.3. Should a contract be issued to an Offeror, the proposed T&M rates provided will become part of the contract (considered to be binding) and be the maximum rate allowable (ceiling rate) for that labor category when pricing requirements under the specified T&M areas. The Government will not be obligated to pay the Contractor any amount in excess of the ceiling price listed in the Schedule, and the Contractor shall not be obligated to continue performance if to do so would exceed the ceiling price set forth in the Schedule, unless and until the Contracting Officer notifies the Contractor in writing that the ceiling price has been increased and specifies in the notice a revised ceiling that shall constitute the ceiling price for performance under this contract. M.3.8.4. The Government will evaluate its Option to Extend Services (see FAR Clause 52.217-8) by adding six (6) months of the Offeror’s final period price from Attachment 4, Pricing Workbook. Evaluation of 52.217-8 options shall not obligate the Government to exercise the option(s) to extend the ordering period. M.3.8.5.
