Evidentiary. (1) In any proceedings, a certificate executed by the Authority or the Minister certifying as to a matter relating to— (a) an order of the Authority under clause 20; or (b) a notice under clause 26; or (c) a delegation or authority under this Schedule, constitutes proof, in the absence of proof to the contrary, of the matters so certified. (2) In any proceedings against a council for the recovery of reasonable costs and expenses incurred by the Authority under this Schedule, a certificate executed by the Authority detailing the costs and expenses, the purpose for which they were incurred and (if relevant) the proportion payable by the council constitutes proof, in the absence of proof to the contrary, of the matters so certified. (3) An apparently genuine document purporting to be an authorisation, order or other document, or a copy of an authorisation, order or other document, issued or executed by the Minister, the Treasurer or the Authority under this Schedule will be accepted as such in the absence of proof to the contrary.
