Estimate Preparation. Estimates shall be prepared consistent with the established project baseline and can be identified by each WBS element, or rolled up to cost account, Project Baseline Description (PBD), or total closure project level. The control system must maintain capability to provide Total Estimated Cost (TEC), Total Project Cost (TPC), Estimates-to-Complete (ETC), and Estimates-at Completion (EAC).
