Essential Returnable Documents. In addition to the requirements of section (a) above, Bidders are further required to submit with their Proposals the following Essential Returnable Documents as detailed below.  If Essential Returnable Documents are used for purposes of scoring a bid, failure to submit these documents by the closing date and time of this bid will not automatically result in a Bidder’s disqualification. However, Bidders will receive an automatic score of zero for the applicable evaluation criterion.  If Essential Returnable Documents are not related to evaluation criteria, failure to provide these documents may result in a respondent’s disqualification.  Bidders are therefore urged to ensure that all these documents are returned with their Proposals.
