Entire Contract, Interpretation, and Amendments a) The Contract contains the entire agreement between the Owner and Program Administrator and between the Tenant and Program Administrator. b) In the event of a question about the meaning or interpretation of any provision, requirement, or term in this Contract, the Contract shall be interpreted and implemented in accordance with all Program requirements, statutory requirements, and HUD requirements, including the HOME program regulations at 24 CFR part 92 and the April 2020 TBRA Memo. The determination of the Program Administrator, who may seek input from PJ and/or HUD as appropriate, will be final. c) No changes or amendments may be made to this Contract except those made in writing and signed by all parties hereto.
