Enrollment Effective Date. It is XXXX’s intent that Eligibles, with the exception of Deemed Newborns, who select or are assigned to a Dental Benefits Manager before the fifteenth day of the month shall be enrolled effective on the first day of the following month. Eligibles who select or are assigned to a Dental Benefit Manager on the fifteenth day of the month or later will be enrolled effective on the first day of the second following month. Prior to these enrollment dates, most Eligibles will be covered by a fee-for-service payment structure administered by OHCA. Deemed Newborns eligible for the SoonerSelect Dental program shall be enrolled effective as of the date of birth, if the newborn’s mother also is enrolled in the SoonerSelect Dental program. Notwithstanding the foregoing, the effective date of enrollment with the Contractor shall be the date recorded on the outbound ANSI ASC X 12 834 electronic transaction sent by OHCA.

(3) The contractor shall assure that appropriate language versions of all materials including enrollment and disenrollment materials are developed and available to enrollees and potential enrollees. The contractor shall provide oral interpretation free of charge for all potential enrollees or enrollees whose prevalent language is not English. Non-English versions of written materials are required, if the population speaking a non-English language in a given county is greater than five (5) percent of the population.
