EMP Third Panelist List. The Human Resources Department will keep and maintain a list of individuals who are pre-qualified to act as the neutral third-parties for the EMP. This list will be updated periodically. The individuals on this list will include trained peacemakers and other persons identified as qualified to act as the Head of an EMP. The individuals on the list may be determined to be disqualified to act as the third panelist for certain cases, such as in cases where a party is an immediate family member.
