Emergencies excepted. When not inconsistent with the Board's past practice of assignment of work to independent contractors or persons not otherwise members of the bargaining unit, overtime work, normally performed by members of the unit will not be performed by persons outside the unit unless employees normally performing said overtime work have refused said assignment or are otherwise not available to comply with the provisions of ARTICLE 16.45.
